Foreign worker quota in service sector to be cut to 35% in 2 years
The future changes on S Pass were particularly announced during Singapore Budget 2019 speech last week.
Finance Minister Heng Swee Keat announced that S Pass will be reduced in two steps from 15% to 13% on 2020 and to 10% on 2021. At the same time, max ratio of foreign workers to the total workforce in service sector will be reduced from 40% to 38% on Jan 1 next year, followed by 35% on Jan 1 2021.
Mr Heng insists that this announcement is made one year ahead of the changes, so it will give companies some time to be ready.
However, manufacturing, construction, process and marine shipyard sectors will remain unchanged in foreign worker quota.
